IsSyncEnabled()
Returns a value indicating sync is enabled for the database.

Remarks
A sync-enabled geodatabase can be requested from an ArcGIS feature service using the GenerateGeodatabaseJob or the GenerateOfflineMapJob. It can also be downloaded as part of a PreplannedMapArea.
If true, the geodatabase data can be synchronized with its original ArcGIS feature service.
