IsEqual(SpatialReference)
Returns true of the Spatial references are the same, this includes where older Wkid refer to the same underlying spatial reference as a newer id.

Remarks
Some SpatialReferences can have older Wkid referring to the same underlying definition. An example is the Web mercator old id of 102100 and 3857 are both considered to be equal.
