Remarks
To enable display filter on a layer, every ScaleRangeDisplayFilter in this collection must provide a MinScale or MaxScale within the map's current scale.
If more than one ScaleRangeDisplayFilter is applicable at a given scale, the first ScaleRangeDisplayFilter within the current map scale is applied.
If the features displayed are not expected, check the layer's LayerViewState for a Warning as there might be a Error indicating there is a scale overlap between multiple ScaleRangeDisplayFilter objects.
