Gets a value indicating whether or not the popup view should allow editing.

Remarks
This takes into account if it is a new feature, in which case even if AllowEdit on the popup is false we still need to show the edit button in the popup if it's a brand new feature. It also considers owner-based access control and the popup definition as well.
