Remarks

KML network links may specify messages, such as usage guidelines, to be shown once to application end-user. Applications are expected to deliver this message to the end-user, typically in the form of an alert. The event will be raised when a network link is first loaded, or when it is changed in the network link control. This event could be raised from an off-UI thread; you should dispatch any UI-related work (like showing the message) to the UI thread.
