Remarks

If Expressions is not empty, the custom HTML description may be using expressions with Arcade FeatureSet functions. Use EvaluateExpressionsAsync() to evaluate the Arcade expressions before trying to get the CustomDescriptionHtml, otherwise it may not return the correct description.
