Initializes a new instance of the ArcGISVectorTiledLayer class.

Use this constructor to create a ArcGISVectorTiledLayer. Once the layer is created you will have to set the URI by using the Source property. This method exists to support XAML creation of a ArcGISVectorTiledLayer.
It is recommended that you use one of the other constructors for creating an ArcGISVectorTiledLayer.
