Defines how a primary feature and its preset features are created from a preset template. Features created from this template come pre-arranged around the PresetTemplateDefinition.origin with PresetTemplateDefinition.secondary rotation if specified.
Utility associations are also created for the features if they are part of a utility network and PresetTemplateDefinition.presetTemplateAssociations is not empty.
