Create a web map in Map Viewer that uses the Navigation basemap style. Optionally, you can add Santa Monica Parcels feature layer to the web map before saving it.

Prerequisites

You need an ArcGIS Online or ArcGIS Enterprise account.

Steps

Create a web map

To create a web mapA web map is a map stored as a JSON object that defines properties such as the basemap layer, data layers, layer styles, and pop-up styles. Open the Map Viewer and sign into your ArcGIS account.
In the left panel, click Layers > Add.
- Click the My content dropdown and select ArcGIS Online.
- In the search box, type World Navigation Map (for Developers).
- Click on the resulting Tile Layer owned by esri_vector, then click Use as basemap.
Click the X icon on the top right to close the panel.

Add data (optional)

If you don't want to add data, skip to the Save the web map step.
In a different browser tab, open the Santa Monica Parcels item.
Click the Download button to download the zip file locally. Do not unzip this file.
Create a feature service in your portal from the downloaded file.
In your web browser, sign in to your portal.
1. In the top navigation bar, click Content.
2. Click New item. To upload the Santa Monica Parcels shapefile, you can either:
  - Drag and drop the file.
  - Or, click Your device and navigate to the file path.
3. Select Add Santa Monica Parcels.zip to publish the file as a hosted feature layerA hosted feature layer is a hosted layer (item) in a portal that is used to manage the properties and settings of a spatially-enabled feature layer in a feature service.Learn more.
4. In Fields, leave all fields at their default settings and click Next.
5. In Location settings, leave the default settings and click Next.
6. Set the following information in the item details pane:
  - Title: Santa Monica Parcels
  - Tags: Santa Monica Parcels.
  - Summary: Parcels in the Santa Monica Mountains.
7. Click Next to create the new feature layerA feature layer (client-side) is a data layer that can access and display features from a feature service that has the same type of geometry and attribute fields.Learn more and feature serviceA feature service is a data service that provides access to spatial and non-spatial data in feature layers, feature layer views, and tables.Learn more.
In your web browser, go to your ArcGIS Enterprise portalArcGIS portal, also known as a portal, is a website with applications and tools that can be used to create, manage, access, and share geospatial content and data. 1. In the top navigation bar, click Content.

Use ArcGIS ProArcGIS Pro is a professional desktop GIS application that can explore, visualize, analyze, and manage 2D and 3D data.Learn more to import the shapefile and create a feature layer.
1. Unzip the Santa Monica parcels zip file.
  - The zip file contains the Parcels_Public.shp file.
2. Launch ArcGIS Pro.
  - Create a new map project.
  - A map with World Topographic Map and World Hillshade basemap layers will be created.
3. In the Map ribbon, click on Add Data > Data and select Parcels_Public.shp file.
The Parcels_Public.shp file is added as a feature layer to the map.
Go back to your web map.
In the left panel, click Layers > Add.
- Click the My content dropdown and select ArcGIS Online.
- In the search box, type Santa Monica Parcels.
- Click on the resulting Feature layer (hosted), then click + Add.
Click the X icon on the top right to close the panel.

Style data (optional)

Apply unique colors to the Santa Monica parcels layer based on land use types.

Style the parcels based on the usetype field.
1. Go back to the item pageAn item page is a web page in ArcGIS Online or the developer dashboard used to access and manage the properties for an item and the content it references such as a web map, hosted layer, or file.Learn more > Visualization.
2. In the left panel, click the Layers and select the Santa Monica parcels layer. In the right panel, click Styles.
3. Click + Field, and add usetype.
4. Under Pick a style, select Types (unique symbols) and click Style options.
5. Click on the symbol next to each of the use type values to update the symbol color.
6. Set each of the usetype values to the following properties:
  - Fill Color:
    
    Residential: #ffde3e
    
    Commercial: #c29ed7
    
    Industrial: #004c73
    
    Government: #fc921f
    
    Institutional: #149ece
    
    Recreational: #267300
    
    Miscellaneous: #b7814a
7. Click the X to exit out of Symbol style.
8. Click the pencil icon next to symbol style. Set the following properties for all the use types:
  - Fill transparency: 30%
  - Outline color: #ffffff
  - Outline transparency: 65%
  - Outline width: 1
  - Adjust width automatically: false
9. Click the X to exit out of Symbol style. Then click Done twice.
10. Click Save to save the style in the feature layer item.

Apply unique colors to the Santa Monica parcels layer based on land use types.
1. In the Content pane, right-click on Parcels_Public and click Symbology.
2. In the Symbology pane, set the following properties:
  - Primary symbology: Unique values
  - Field 1: useType
3. In the Classes tab, click on the symbol for Commercial > Properties.
4. Set the fill colors for each useType:
  - In the Appearance section, click the color button > Color Properties... to display the color palette. Set the following property:
    
    HEX#: #c29ed7
    
    Transparency: 30%
  - Repeat the above step for the following useTypes:
    
    Fill Color:
    
    Residential: #ffde3e
    
    Industrial: #004c73
    
    Government: #fc921f
    
    Institutional: #149ece
    
    Recreational: #267300
    
    Miscellaneous: #b7814a
5. Set the outline colors for each useType:
  - In the Appearance section, click the outline color button > Color Properties... to display the color palette. Set the following property for Commercial:
    
    HEX#: #ffffff
    
    Transparency: 65%
  - In the Appearance section, set the Outline width to 1.0 pt.
  - Repeat the above steps for each useType.
Publish as web layer
Before you can share the feature layer as a hosted feature layer, you will need to enable Allow assignment of unique numeric IDs for sharing web layers option. By default, this option is not enabled. Enabling this option will allow you to assign static IDs to feature layers in your project.
1. In the Contents pane, right-click the Map > Properties
2. In the General section, enable Allow assignment of unique numeric IDs for sharing web layers.
With that option enabled, you can now publish the Santa Monica Parcels polygon feature layer as a hosted feature layer.
1. Right-click on feature layer and click Sharing > Share as Web Layer.
  - The Share As Web Layer pane will be displayed.
2. Set the following required information in the General tab:
  - Name: Santa Monica Parcels
  - Summary: Parcels in the Santa Monica Mountains
  - Tags: Santa Monica Parcels
  - Layer Type: Feature
  - Set a location in your organization in Location
3. Click Analyze
  - Any errors or warnings during the analyze process will be displayed in the Messages tab.
4. Click Publish
A success message will be displayed with Manage the web layer link allowing you to visit the item page details of the hosted feature layer.

Your web map should now look something like this.

Save the web map

Now that you have a web map, you need to save it to your portal.

In the left panel, click Save > Save as. At minimum, you need to provide a title and tags for your web map.

By default, your web map sharing level is set to Owner. To access the offline map in your application, you need an access tokenAn access token is an authorization string that provides access to secure ArcGIS content, data, and services. Its capabilities are determined by the privileges it supports. It is obtained by implementing API key authentication, User authentication, or App authentication.Learn more with the appropriate privileges.
