UtilityTierType can be one of:

Enums.UtilityTierTypeHierarchical | (1) A radial network. Edges and junctions spread out radially from a single source. |
Enums.UtilityTierTypePartitioned | (2) A mesh network. Edges and junctions are connected to multiple sources in an interconnected lattice. |
