offline packaging service

The offline packaging service is a service that can define, create, and update preplanned offline maps for a web map. Preplanned offline maps are hosted in ArcGIS, ready to be downloaded, and can be used without a network connection by applications built with ArcGIS Maps SDKs for Native Apps. Downloading a preplanned offline map is faster than generating and downloading an on-demand offline map, but may not provide enough flexibility for all use cases. Preplanned offline maps can be created and managed using ArcGIS Online, ArcGIS API for Python, or directly through REST calls to the offline packaging service.
