An operational layer is a layer that references geographic data from a file or a service, and is used to visualize the data in a map or scene. Operational layers are displayed on top of a basemap layer. Operational layers are commonly hosted and managed ArcGIS as feature layers, KML layers, WFS layers, and tile layers.
