on-demand workflow

The on-demand workflow is a development pattern for building where the offline app defines an area of a web map to take offline. The offline app will also specify parameters such as the layers to include, whether to include related tables, and the max and min scale. Then, will generate an from the specified area and download it to the device. The web map author has no involvement in this method. The offline map can only be downloaded once by the offline application that requested it. It is not hosted for later download. If another offline application needs to download the same map area, it must make a new request.
